What is Progress Monitoring?

Definition:

  • Regular assessment of student performance toward IEP goals
  • More frequent than annual testing
  • Informs instruction and intervention adjustments
  • Required by IDEA for all IEP goals

How Often?

  • Varies by goal (typically weekly or monthly)
  • More frequent for behavior goals
  • Parents must receive progress reports as often as general education report cards (usually quarterly)

✅ GOOD Progress Monitoring:

Goal: Student will read 3rd grade passages at 90 wcpm

Method: Weekly 1-minute timed reading probes

Schedule: Every Tuesday

Graphed: Yes

Shared: Monthly email with graph

Adjustments: When 3 weeks of no progress, changed strategy

❌ BAD Progress Monitoring:

Goal: Student will read better

Method: Teacher observation

Schedule: "Regularly"

Understanding vague language in progress reports and knowing what questions to ask

"Making progress"

Anywhere from minimal to significant growth - completely vague

❓ Questions to ask:

  • Can you show me the data?
  • How much progress in measurable terms?
  • Is this progress on track to meet the annual goal by the end of the year?
  • What was the starting point and where are we now?

"Working on goal"

Student is receiving instruction, but may or may not be improving

❓ Questions to ask:

  • What does the data show?
  • Is the current rate of progress sufficient to meet the goal?
  • How many data points have been collected?
  • Can I see a graph of the progress?

"Needs improvement"

Not progressing adequately, or possibly regressing

❓ Questions to ask:

  • What strategies have been tried so far?
  • What changes are you making to instruction?
  • Do we need to revise the goal or increase services?
  • When will we reconvene to discuss next steps?

"Mastered"

Met goal criteria (hopefully!)

❓ Questions to ask:

  • What was the specific mastery criteria?
  • Has it been met consistently over time?
  • What is the next step - new goal or fade support?
  • Can we see the data showing mastery?

"Progressing adequately"

Probably making some progress, but how much?

❓ Questions to ask:

  • What does "adequate" mean in measurable terms?
  • Is this rate of progress sufficient to meet the annual goal?
  • Can you show me the data trend?

"Has difficulty with..."

Student is struggling, but no indication of what is being done about it

❓ Questions to ask:

  • What interventions are being used to address this difficulty?
  • What does the progress data show?
  • Do we need to adjust the IEP?
What to Look For in Quality Progress Reports

Actual Data

Numbers, percentages, scores - not subjective opinions

✅ "75% accuracy on 4/5 probes" vs ❌ "doing well"

Comparison to Goal

Where student started, where they are now, where they need to be

✅ "Started at 45 wcpm, now at 60 wcpm, goal is 90 wcpm"

Trend Information

Direction of progress over time

✅ "Improving" or "Plateaued" or "Declining"

Instructional Changes

If not progressing, what adjustments were made?

✅ "Changed from drill practice to game-based learning" vs ❌ "Will continue current approach"

Specific Examples

Concrete instances of performance

✅ "Can now solve 2-digit addition problems independently"

Next Steps

What happens going forward

✅ "Will increase complexity to 3-digit problems"

Remember:

You have a right to clear, data-based progress reports. If a report is vague, it is appropriate to request specific data, graphs, and examples. Progress monitoring should inform instruction - if it is not happening effectively, the IEP team needs to address it.
